California Arnold Schwarzeneggger was elected on false promises to balance the state budget. After so many years he did not. He presented his Republican witchcraft idea is to cut taxes and not to raise taxes and every thing will go hunk dory. Now the news is coming that A.S. is going to raid the California lottery and borrow from it. This lottery was designed for extra curricula for schools.
