You do not need to be an Arab to be an Arab. The first mention of the word Arab is an ethnic term while the second mention of the word Arab is a culture term. Through the Arab history the term Arab was used for the ones who became part of the Arab history, notably, Salah El-Din Al-Auobi who liberated the holy lands from the crusaders is considered a bona-fine an Arab leader regardless to the fact he was an ethnic Kurd.
