As a Tasmanian local and someone involved in the tourist industry I would have the following suggestions regarding best times to travel and where to go on a 1-3 week trip around Tassie. Tasmania has a cool temperate climate. This means to doesn't get really really cold or really really hot, but stays a pleasant temperature. It has 4 distinct seasons and all are lovely.
