Banning Torture World Manifesto

There should be a world manifesto signed by all nation as to ban and condemn extreme or unbearable torture. This is a basic violation of the minimal human principle. This torture ban should cover international conflicts and wars, foreign occupier resistance or local governmental dissent. Torture may be permitted only if a an immanent great danger will occur. However torture should not be allowed in interrogation just to extract information or build a case for persecution.
